I’m White Rock City Councillor Elaine Cheung, and since 2022, I’ve been working hard to make thoughtful, transparent decisions that serve all of White Rock — today and for generations to come.

What Does a Councillor Actually Do?

As your Councillor, I don’t manage daily operations — I help set policy and make decisions that shape the future of our city.

I’m legally bound by BC’s Community Charter to act with integrity, transparency, and in the best interest of the public — not just today, but for those who can’t yet vote or aren’t even born yet.

That’s a responsibility I take seriously. Every vote I cast is rooted in principle, public interest, and long-term thinking.

A Quick Snapshot of My Work

Dogs on the Promenade — Early Morning Access

I supported a fair, balanced approach to allow dogs on the promenade from 5:30 AM to 9:00 AM during the warmer months.

Johnston Road Infrastructure Upgrade

I supported critical upgrades to aging pipes and utilities on Johnston Road, delayed for years, to protect our infrastructure and our taxpayers.

Affordable Housing Strategy — Finally Delivered

As past Chair of the Housing Advisory Committee, I helped deliver White Rock’s first Affordable Housing Strategy — something the last council couldn’t get done.

Bringing Back the Night Market

I proudly supported the return of Friday Night Markets in 2025 to help re-energize our city’s economy and create vibrant community spaces.

Supporting Bus Rapid Transit (BRT)

I voted to support BRT between White Rock and Surrey to deliver faster, greener, more reliable transit options for our residents.

Reducing Permit Wait Times — From Years to Weeks

I supported action to dramatically reduce the backlog of development permits, cutting wait times from over two years to just weeks.
