Elaine for White Rock
White Rock City Councillor 2022 - 2026. Elaine Cheung
Strong leadership, informed decisions, community first
✨🎄 Kicking Off the Holiday Season in White Rock! 🎄✨
Last night, Elaine joined Mayor Megan Knight, Councillor Bill Lawrence, and MP Ernie Klassen to officially light the Christmas tree at Miramar Plaza - a beautiful way to welcome the festive season to our community!
What an incredible end to a fun-filled day that began with the launch of Christmas on the Peninsula. And the turnout… wow! The energy, the smiles, the holiday spirit, our community truly showed up. ❤️
Here’s to a joyful season ahead in White Rock! ✨

What a day! 🎄✨ Elaine and Mayor Megan Knight had a busy (and festive!) Saturday in White Rock.
The morning kicked off at the White Rock Community Centre for the opening ceremony of Christmas on the Peninsula. The building was buzzing with holiday cheer - a Christmas craft fair, amazing performances from local favourites, and community spirit everywhere you turned. Mayor Knight even volunteered to sell holly for donations, and both she and Elaine found some fantastic Christmas gifts at the Crest Craft Fair! 🎁
From there, they braved the wind and rain and strolled through town, popping into shops along the way down to Five Corners, where they visited a second Christmas craft fair and yes, picked up even more gifts. 😄
They wrapped up the afternoon with a warm, comforting bowl of noodles at Banh Mi Très Bon, where the wonderful staff are running a toy drive for charity. ❤️
And on the way back to the car, Elaine made one last festive stop: the food cart outside the community centre for a delicious hot dog to go! 🌭
A full day of supporting local, giving back, and soaking up the holiday spirit. ❄️🎅🏼🛍️

Under the previous council, development permits were backlogged over 2 years, making White Rock difficult to work and do business in. In 2023, we turned this around, improving workplace culture, hiring new staff, and clearing the backlog with consultant support.
Why it matters:
Faster permits mean housing and renovation projects move forward, builders and residents are less frustrated, and our city demonstrates it is open for responsible growth. Restoring staff morale also ensures better service for everyone, proving that respectful leadership and proper resources deliver real results.

Last night, Council passed a motion to seek community feedback on fireworks at future special events.
Fireworks have been a long-standing tradition in White Rock, but we’ve also heard concerns about safety, environmental impact, and traffic. Some cities are exploring drone shows, but here’s the reality:
Fireworks: approx. $9,000 per event (+ $6,000 for road closures)
Drone shows: approx. $35,000 per event (+ $6,000 for road closures)
At this time, drone shows are not financially feasible without major sponsorship.
Council wants your input on these options for 2026 and beyond:
✅ Discontinue fireworks at all City events
✅ Keep fireworks only for Canada Day or Sea Festival
✅ Continue fireworks for both Canada Day and Sea Festival
A formal survey will be coming soon through Talk White Rock, but we’d love to hear your initial thoughts!

Community Connections in White Rock.
Last night, after our council meeting, Mayor Megan Knight, Councillor Bill Lawrence, and I had the privilege of attending the Invitation to the World Religions Conference 2025 - White Rock: Kindness and Kinship.
It was an inspiring evening celebrating diversity, understanding, and unity in our community. 🌍💙
After the event, we stopped by Morrison’s Café for a delicious meal and great conversations.
Grateful for opportunities like these that bring us closer together! #WhiteRock #Community #KindnessAndKinship #WorldReligionsConference #LocalLeadership
Who Really Runs City Hall? Let’s Clear the Air. 🏛️
There’s been some chatter suggesting “staff runs City Hall.” That’s not how it works. Here’s the reality:
City staff are here to inform and advise, not make decisions. Their job is to give Council all the facts:
- The history behind issues
- Financial and legal implications
- How proposals align with Council Strategic Priorities
Council’s job is to make decisions. Sometimes that means saying “yes,” sometimes “no.” Staff can’t override Council or “run” the city.
In the past, some Councils reacted to delegations or requests without considering the bigger picture. That’s why having clear priorities is crucial. Staff prepare the information so we, as Councillors, can make informed, strategic, and responsible decisions, not knee-jerk ones.
This council (2022 - Oct 2025) have been laser-focused on our Council Strategic Priorities, using staff guidance to execute what matters most to residents.
So next time someone says “staff runs City Hall,” remember: they advise, we decide. That’s democracy in action, and it keeps the city on track while protecting taxpayers and residents alike.

Elaine visited the Landmark Uptown Gallery today and was blown away by the fine artwork on display! The show “From Garden to Wilderness” features the incredible talents of local artists Caroline Baasch, Reet Herder, Eileen Fong, and Linda Morris — each piece more stunning than the last.
She loved the exhibit so much she even picked up art cards from all four artists! 🌿🎨
Amazing works.
A must-see show.
The exhibit runs through the end of this month — definitely not to be missed!

This morning, Elaine attended the Surrey & White Rock Board of Trade’s New Members Induction event.
It was wonderful to see so many familiar faces and to meet many new members and others she hadn’t had the chance to connect with before. Events like these remind us how vibrant and engaged our local business community truly is!

📰 Setting the Record Straight on OCP Reporting
On Nov 5, Peace Arch News ran an article by Alex Browne titled “White Rock council rejects costly OCP public engagement option.”
I sent a Letter to the Editor to correct some serious omissions, but since it wasn’t published, I’m sharing it here.
It’s important that our local news reports all the facts, not just the parts that create friction. Our community deserves the full picture.
You can read my full letter in the image but the summary is below:
Letter to the Editor: Concerns About OCP Reporting
The article overlooks two key points about the OCP amendment process.
1️⃣ The OCP can’t be reduced to a two-page summary; it covers seven interrelated areas that must be understood in full context.
2️⃣ Focusing only on density or building heights misleads the public and ignores broader factors like provincial mandates, corridor studies, and affordable housing.
White Rock residents deserve clear, comprehensive information so they can engage meaningfully in shaping our city’s future.
